There are three ways to qualify to submit an application for permanent residence as a Skilled Worker:
1) You must have qualifying experience in one of the occupations designated in the Minister's Instructions of 28 November 2008 found on the CIC website
or
2) You must have an offer of arranged employment pursuant to Regulation 82 of the Immigration and Refugee Protection Regulations found on the CIC website
or
3) You are currently residing in Canada and have been for at least one year with valid Temporary Foreign Worker or International Student status.
If you meet any of these criteria you may submit your application to Citizenship and Immigration Canada's Centralized Intake Office (CIO) in Sydney, Nova Scotia, Canada. Instructions for doing so can be found on the CIC website.
The CIO will review your application and if you meet the criteria you will be directed to submit a complete application package to a Visa Office outside Canada.
