Honorary Consul of Canada in Milan

The Embassy of Canada in Rome is seeking candidates for the Honorary Consul in Milan, appointment process number HCM2017.1

This competition is part of a global effort by the Government of Canada to renew Honorary Consuls on a regular and transparent basis.  It applies to all Honorary Consuls for Canada around the world.  It therefore does not reflect in any way on the performance of current Honorary Consuls.

Honorarium*: $ 5,000 CAD per year (*an honorarium is an ex gratia payment made to a person in recognition of his or her services)

Position Tenure: Honorary consul appointments by Order in Council are valid for a period of three years.

Summary of duties

These functions may include:

  • consular assistance and advocacy to Canadians
  • development of a network of business contacts, and business leads from those contacts, useful for Canadian business clients
  • on occasion as required, providing political/economic outlook read-outs
  • passport, citizenship, and notarial services
  • support for the supervising mission in maintaining bilateral relations
  • a local contact point for the supervising mission
  • administrative and logistical support for official visits
  • representation at diplomatic, ceremonial, and public affairs events

Official languages and diversity

The Government of Canada will consider bilingual proficiency and diversity in assessing candidates for this position. Essential requirements

  • Be residing in Milan most of the year.
  • Have independent work authorization in Italy.
  • Demonstrate a tangible connection to Canada.
  • Be well established in the Milan area and have a strong reputation and excellent relationships with local authorities.
  • Be of independent means.
  • Availability of a suitable office in which to operate the Consulate (centrally located, accessible to Consular Clients during business hours from Monday to Friday).
  • Be willing to engage a full-time assistant to provide consular services to a high volume of Canadians.
  • Fluency in Italian (oral and written).
  • Fluency in English and/or French (oral and written).

Consideration will not be given to candidates who:

  • occupy any governmental position in their state of residence
  • may be unable to deliver the program due to other commitments
  • are politically active
  • may have a real, apparent or potential conflict of interest

Education and Experience

  • A degree from a recognized university, or an acceptable combination of equivalent education, job related training and/or experience
  • Experience in decision-making with respect to sensitive and complex issues
  • Experience dealing with different levels of government

Knowledge, Skills and Abilities

  • Capacity to maintain good relations with local government authorities
  • Capacity to have rapid access to local government authorities
  • In-depth understanding of political, economic and social dynamics in Italy
  • Well-connected and having a good standing in/with the local community
  • Ability to be service oriented in order to meet service standards

Personal Suitability

  • High ethical standards and integrity
  • Sound judgment
  • Superior interpersonal skills

Asset qualifications

Preference may be given to candidates who have the following asset qualifications:

  • Proficiency in both of Canada’s official languages.
  • Availability of extra office and meeting space to accommodate tele-working members of the Embassy’s Trade team as required.

Selection procedure

The selection process will consist of a review of all applications to ensure that applicants meet the essential requirements.  Please note that failure to meet any of the Essential Requirements eliminates candidates from further consideration. Only those applicants who meet these will be contacted by the selection committee for an interview or other form of assessment of the Rated Requirements.

The assessment may include an interview, reference checks and other tests that will consist of a series of questions designed to evaluate each applicant's knowledge, abilities, and personal suitability for the position.
