NOTICE OF AN EXTERNAL COMPETITION FOR LOCALLY-ENGAGED ARCTIC SCIENCE/INTERNATIONALBUSINESS DEVELOPMENT OFFICER

The Canadian International Centre for the Arctic Region has an opening for a Locally Engaged Arctic Science/International Business Development Officer on an indeterminate basis.  This is a full time position and will be available as of September 01 2010.  Position is classified at LE09 with a starting salary of 650,871 NOK/Effective 1 April 2009.

CONTEXT

The CICAR (“the Centre”) is an innovative tool in the delivery of Canadian foreign policy and is one of three regional centre pilot projects. The mandate of the Centre is to advance the international dimension of the Government of Canada’s Northern Strategy, a key Departmental priority. The Centre is based in the Canadian Embassy in Oslo but has a regional policy and program mandate across the northern circumpolar region. The Centre consists of a Director and three officers in Oslo, an officer in Washington DC (Oct 2010) and an officer in Anchorage, Alaska. The Centre is in regular contact with HQ and Missions across a variety of time zones. Organization, knowledge of upcoming Arctic-related events and developments, maintaining a wide network and regular communication are indispensable in the Centre fulfilling its mandate.

SUMMARY:

The Arctic Science/International Business Development Officer (IBD) will be responsible for providing the full range of integrative trade services to Canadian clients interested in Arctic opportunities. Whether those clients are; territorial governments, universities, research institutions, municipalities, or businesses, the officer will provide support related to Science and Technology linkages, investment targets and opportunities, market access needs, and trade leads depending on their individual needs. In particular, on a proactive basis, the officer will focus on positioning Canada as a leader in Arctic Science and providing market information and intelligence to Northern clients on business development opportunities in the circumpolar world. The Arctic Science/IBD officer will work with; key missions, regional offices, HQ, territorial, provincial, and municipal governments, and other federal partners including CanNor and INAC. The Officer will develop and implement an Annual International Business Development Plan that outlines key objectives and initiatives that support Canada’s Northern Strategy as it relates to the economic prosperity of Canada.  As part of the IBD plan, the Arctic Science/IBD Officer will be required to set and meet specific measures related to their responsibilities on an annual basis as identified in the Annual International Business Development Plan.

The Arctic Science/IBD Officer will report directly to the Director of the Centre and will play a vital role in ensuring the Centre fulfils its mandate and serves as an effective pilot for the regional centre concept.  

CONDITIONS OF EMPLOYMENT:

The CICAR is a pilot project. The successful candidate will be required to relinquish their present position in order to accept a position with the Centre.

  • Ability to obtain and retain an Enhanced Reliability security clearance.
  • Obtains and maintains legal status to work and reside in Norway. 

BASIC REQUIREMENTS:

1. Education: Graduation from a college or university with a specialisation in business, marketing or related discipline; or an acceptable combination of education, training and work experience related to the duties and specific areas of competence required by the position.

2. Knowledge:

  • Asset: Knowledge of either science/research or commercial environment as regards the Arctic/High North.
  • Asset: Knowledge of Arctic-related issues and developments including Canada’s Arctic policies.
  • Asset: Knowledge of results-based management practices.

3. Experience:

  • A minimum of 4-5 years working for an international public or private sector organization or relevant government department or agency.
  • Demonstrated experience in the production of written materials and analyses.
  • Demonstrated ability working in a ‘start-up’ environment or developing new systems, programs or initiatives.
  • Asset – Experience with the promotion of foreign investment and/or science and technology would be an asset.

 4. Languages:

  • Essential: Fluency in English, and working ability in Danish, Norwegian or Swedish.
  • Asset – Knowledge of French
  • Asset: Knowledge of Russian, Finnish, Icelandic

Personal Suitability (subject to satisfactory references)

  • The position is a new one and its roles and responsibilities may evolve. The successful candidate will need to be comfortable working in an environment that is subject to change and with a degree of ambiguity.
  • Self-starter – the successful candidate will have a high degree of autonomy and be expected to work with the Director to flesh out the job description and bring new ideas to the delivery of Government of Canada objectives.
  • Must have good "customer relations" skills and the ability to communicate effectively with people at all levels and of different cultures;
  • Must work well under pressure; be able to establish work priorities and complete duties quickly and thoroughly;
  • Must be able to work well within a team; demonstrate initiative and resourcefulness, and to work independently and take initiative when appropriate;
  • Must demonstrate diplomacy, tact and discretion.

DESIRABLE REQUIREMENTS

  • Avid user of Microsoft Word, Excel and Powerpoint. Knowledge of Word Perfect for Windows considered an advantage.
