Yes, on December 15 2012 Citizenship and Immigration Canada (CIC) expanded its on-line application process (known as e-applications) to include Temporary Resident Visas, Study Permits and Work Permits.
If you are applying for a Temporary Resident Visa, a Study Permit or a Temporary Work Permit, you may be eligible to apply on-line.
To submit an e-application please visit the CIC website at Apply online.
Submitting an e-application involves several steps. You will first answer a short set of questions to determine your purpose in going to Canada. You will then need to obtain a GC Key, and then create a MyCIC account.
After you have created a MyCIC account you may submit your application on-line.
Once the "MyCIC" account has been created, visa applicants may log in at any time to find out the status of their application.
All supporting documents including photos and copy of the passport must be up-loaded into the electronic application therefore you will need to have access to a scanner or camera.
You will be guided as to how to upload documents as you go through the on-line process.
Applications submitted electronically using MyCIC are acknowledged immediately by CIC and, because the process is entirely electronic, will be reviewed by an officer more quickly than if a paper file is submitted.
Applicants under the age of 16, who wish to use the online application, will require a Parent or Legal Guardian to submit the online application on their behalf through the Parent or Legal Guardian's MyCIC Account.
Note: There is no need to submit an original passport until requested to do so.
Once your application has been reviewed and your passport is required for a final assessment of your application, the user will see a passport request message in their MyCIC account.
If you receive a message in your MyCIC account asking you to submit your passport, you will need to print off a copy of the passport request message and submit it with your passport along with a Letterpack envelope to the Embassy of Canada in Manila.

For Permanent Resident Visas, Temporary Resident Visas and Permanent Resident Travel Documents, we encourage you to consult the estimated response times for the Manila visa office. Please note that processing times are exclusive of courier transit time.
For Work and Study permits, processing times in Manila will differ depending on whether the applicant requires medicals. Work and study permits should take an average of 15 working days to complete if the applicant is exempt from taking medicals. Please check to see if you require immigration medical. In the event documentation is incomplete, or the officer requires further information, your application processing time will be extended.
Applications for Temporary Resident Visas: Japanese citizens do not require a temporary resident visa to enter Canada as a visitor. If you are visa exempt, submission of your passport is not necessary for study or work permit processing. Please submit a photocopy of the biopage of your passport with your application.

When processing of your application for a study permit has been completed, we will send you a Letter of Introduction to be presented to the Port of Entry upon arrival in Canada. This Letter of Introduction will be sent to you electronically by e-mail. Therefore you should ensure that you have included a valid e-mail address on your application.
Note that applications for study permits for minor children who will not be accompanied by their parent(s) in Canada must include Custodianship documents signed by the parents and the Custodian in Canada. If you submitted an e-Application via MyCIC, you should access your MyCIC account for a status update. It is the Canada Border Services Agency agents at the border who determine the amount of time a foreign national may remain in Canada on each visit. Japanese citizens may enter Canada visa-free for up to 180 days. When you enter Canada, be certain to advise the border official of your intention, and provide documentary proof of your reasons to remain in Canada. For those persons who intend to remain in Canada longer than 180 days, you may apply for an extension of your visitor status while in Canada. Permanent residents who are outside Canada and who do not have a valid Permanent Resident Card with them must apply for a Travel Document for returning permanent residents if they wish to return to Canada. This Travel Document will be issued to applicants who can show that they are permanent residents and comply with the residency obligations for permanent residents.

Temporary residents currently in Canada with valid student or temporary foreign worker status now have the option of submitting their application for a new temporary resident visa (re-entry visa). You may either apply for your re-entry visa while still in Canada either by submitting your application on-line or by submitting a paper-based application to the Case Processing Pilot Office in Ottawa (CPP‑O).
