Statement by His Excellency Henri-Paul Normandin, Ambassador and Deputy Permanent Representative of Canada to the United Nations, to the 63rd Session of the General Assembly, on the Question of Palestine

NEW YORK, November 15, 2008

Mr. President,

Canada remains firmly committed to the goal of a negotiated two-state solution and a comprehensive and lasting peace in the Middle East. Canada supports Israel’s right to live within secure borders, and the establishment of a sovereign, independent and viable Palestinian state as part of a negotiated settlement.

Canada commends the determination of Israeli and Palestinian leaders to maintain momentum in the peace process resumed (almost) one year ago at the Annapolis Conference. Canada is encouraged by the parties’ recent reaffirmation of their commitment to continuous, direct, bilateral negotiations, as well as their efforts to seek a comprehensive settlement to all issues.

This remains a crucial time for the Middle East Peace Process. Canada welcomes the strong and vital support that the international community has provided to the parties so far. Canada recognizes the important role of Arab states in supporting peace efforts, including through the Arab Peace Initiative. We must remain steadfast in our support for the peace process and to the parties, including through the implementation of the donors’ Paris commitments.

Canada has begun implementing its Paris commitment of $300 million over five years in direct support of the Palestinian Authority’s reform and development efforts.

Mr. President,

While much progress has been achieved over the past year, Canada remains deeply concerned by the humanitarian situation facing Palestinians and the continuing violence in Southern Israel and Gaza. We strongly condemn the recent resumption of Palestinian militant attacks against Israeli civilians and call for an end to these attacks. Canada recognizes Israel’s right to defend itself against militant aggression but, at the same time, urges Israel to allow safe and unhindered humanitarian access to the population in need in Gaza.

In order for the peace process to succeed, it is essential that the parties take the necessary steps to foster the conditions for peace. It is vital that they continue to make efforts towards meeting all of their Roadmap obligations. While the Palestinian Authority has made real progress in improving security, more needs to be done. This is why Canada’s assistance is focussed clearly on the security and justice sectors. At the same time, further action is needed by the Government of Israel to address its obligations regarding settlements and access and movement.

Canada continues to recognize the important role of the United Nations and its Member States in supporting the peace process. UN agencies are at the forefront of providing assistance to those in need in the region. Yet, Canada remains concerned about the number of United Nations resolutions which single out Israel, as well as the disproportionate focus placed on the Middle East. We strongly believe that the efforts of the United Nations and its Member States should complement efforts towards a comprehensive settlement.

In conclusion, Canada reiterates its commitment to supporting the parties as they work steadfastly towards peace, and stands ready to assist, if requested. It is the duty of the parties, with support from the international community to sustain the momentum generated in the peace process and to conclude an agreement to ensure a just and lasting peace in the region.
