Consultant Contract with the Embassy of Canada in Thailand (Coordinator for Canada Fund for Local Initiatives)

The Embassy of Canada in Thailand is seeking to award a consultant contract for an individual to serve as the Embassy’s Coordinator for the Canada Fund for Local Initiatives (CFLI) for the 2017-2018 fiscal year (April – March)

General Mandate

The CFLI is a responsive, flexible program, directly managed by the Embassy. It funds small, high impact, results-oriented projects that promote core Government of Canada priorities, including human rights and good governance, the empowerment of women and girls, action on climate change and environmental sustainability, inclusive and green economic growth, as well as peace and security. Through contribution agreements, the CFLI provides funding for short-term projects that are modest in scope, scale, and cost and are usually conceived and implemented by local organizations. The Embassy manages CFLI projects in Thailand, Cambodia, and Lao PDR.

Under the direction of the Embassy’s CFLI project manager, the CFLI Coordinator is responsible for supporting the effective implementation of CFLI projects in Thailand, Cambodia, and Lao PDR.

Responsibilities

The CFLI coordinator is specifically responsible for:

  • Identifying and liaising with local organizations that may be applicants for CFLI funding and supporting the Embassy in promoting the CFLI program in Thailand, Cambodia, and Lao PDR
  • In coordination with Embassy staff, evaluating incoming proposals, according to criteria developed by the Embassy’s CFLI committee, and selecting projects for funding
  • Providing support to CFLI organizations to prepare budgets for CFLI projects, in line with CFLI Guidelines and financial reporting requirements
  • Preparing Contribution Agreements for CFLI projects, which serve as the primary tool to guide project implementation. Preparing Contribution Agreement amendments as required.
  • Maintaining files and correspondence related to the implementation of CFLI projects
  • Monitoring individual CFLI projects and providing regular reports to Embassy staff on project implementation and financial issues. The Coordinator may be required to travel to conduct monitoring visits.
  • Reviewing interim project and financial reports submitted by CFLI partners organizations to ensure effective project implementation
  • Supporting social media and other advocacy activities related to CFLI projects
  • Supporting the drafting of required CFLI reports, including the Mission End of Program Report.

Essential Qualifications

Experience:

  • Experience in at least one of the following areas: program or project management, grants administration, accounting and financial management, development cooperation, community development
  • Experience working with a range of stakeholders in Thailand, Cambodia, and/or Lao PDR, preferably including civil society and community organizations
  • Experience working in the areas of human rights and democracy
  • Experience conducting gender analysis, working on gender equality isssues

Language:

  • Ability to communicate effectively, orally and writing, in English
  • Ability to communicate effectively, orally, in Thai

Education:

  • Bachelor’s Degree in a relevant field, including international development, international relations, financial and project management

Knowledge:

  • Knowledge of political, economic, and social trends in three recipient countries
  • Knowledge of Canada’s priorities in the region

Competencies:

  • Strong planning and organizational skills
  • Attention to detail and ability to meet deadlines
  • Initiative, judgement, and discretion

Asset Qualifications

These are qualifications that are not essential to perform the work associated with the contract but that would benefit the organization or enhance the work to be performed currently or in the future

Experience:

  • Experience working with a national or international development organization or agency
  • Experience in managing projects in the field of international development

Language:

  • Ability to communicate effectively, orally and in writing, in French
  • Ability to communicate effectively, in writing, in Thai
  • Ability to communicate effectively, orally and in writing, in Khmer and/or Lao

Education:

  • Post-graduate degree

Remuneration

This contract is available for the period prior to 31 March, 2018 and may be renewed for additional one year period under the same conditions. A maximum of six hundred and fifty (650) hours will be allocated to this contract.

The remuneration for this position is expected to be 1000 Baht per hour, subject to the experience of the candidate. This remuneration includes costs associated with office space, telephone, internet costs, etc. but excludes travel costs incurred by the coordinator to visit projects in the countries eligible for CFLI funding. The costs of pre-approved local and regional travel for the purpose of visiting and monitoring projects will be covered by the Embassy of Canada.

Conditions of Contract Opportunity

Candidates must be legally and operationally in a position to work for the Embassy of Canada in Thailand and must be available for regular meetings with Embassy staff and CFLI partners in Bangkok. A reliability security clearance, police clearance, and credit check may be required.
