As Canada's newly-appointed Ambassador to the Kingdom of Thailand, the Kingdom of Cambodia and the Lao People's Democratic Republic, I look forward with enthusiasm to further enhancing the dynamic ties that exist between our countries. A Pacific country and an active participant on the international stage, Canada is recognized as one of the best places in the world in which to study, travel, invest, create, work and live. The Embassy of Canada in Bangkok will continue to strive to expand partnerships between our governments, peoples, businesses and institutions by building on the strengths that each of our countries has to offer.
Canada is committed to further deepen our multi-faceted relationship with Thailand, Cambodia and the Lao PDR. Canada and Thailand enjoy a deep and enduring friendship. In 2011, our two countries marked an important milestone with the celebration of the 50th anniversary of formal diplomatic relations. This culminated in the official visit of Prime Minister Stephen Harper to Thailand and the announcement of a number of joint initiatives, notably in the fields of security cooperation, youth mobility and trade. Since 1976, Canada and Thailand have cooperated on community, rural and industrial development, as well as governance and human resources development, both in Thailand and as partners in the region. I will work diligently to strengthen this partnership, and to find new areas of cooperation.
Thailand is Canada's largest trading partner in Southeast Asia. Our countries enjoy a dynamic and growing commercial relationship, with more than $3.5 billion in bilateral merchandise trade in 2011. Canada is committed to seeing this key trading relationship expand in a mutually beneficial way, and the Embassy will continue to actively support the business community to seize emerging opportunities for investment and trade.
Canada also enjoys longstanding bilateral relations with Cambodia and the Lao People’s Democratic Republic, and I look forward to actively pursuing bilateral opportunities with both countries.
As a Dialogue Partner of ASEAN since 1977, Canada plays an active role in regional cooperation and supports ASEAN political and economic integration and good governance initiatives. This is exemplified by Canada’s announcement of a $10 million fund for ASEAN-related initiatives, including in support of ASEAN's connectivity agenda. Prime Minister Harper has also announced a $10 million contribution for a project aimed at promoting the empowerment of women in Southeast Asian countries, including Burma, Cambodia, Thailand and the Lao PDR. This initiative aims to support compliance with the United Nations Convention to Eliminate All Forms of Discrimination against Women, by helping government officials and civil society experts develop and monitor new and revised legislative frameworks and strengthen monitoring and accountability mechanisms. Canada's relationship with ASEAN members is further buttressed by a Plan of Action which implements objectives set forth in the Joint Declaration on ASEAN-Canada Enhanced Partnership, which was adopted in July, 2009.
Canada has been delivering aid and technical expertise in partnership with ASEAN members for more than half a century. In 2010-2011 alone, the Canadian International Development Agency (CIDA) contributed $158.5 million to development assistance projects and initiatives in countries of the Southeast Asian region, including ASEAN member states. This support includes a bilateral assistance program in Cambodia promoting sustainable economic growth and food security, a Southeast Asia Regional Program focussing on disaster risk reduction and strengthening human rights for women, children, migrant workers and ethnic minorities, as well as CIDA-funded projects with Canadian organizations in Cambodia and Laos, and official development assistance through multilateral organizations.
Amidst a challenging economic climate over the last few years, Canada has emerged as one of the world’s top-performing advanced economies. Canada is consistently ranked by the United Nations amongst the countries offering the highest standards for quality of life. With one of the highest proportion of post-secondary graduates in the OECD, our education system is recognized as one of the best in the world. In 2012, approximately 240,000 foreign students chose Canadian educational institutions to pursue academic excellence. I welcome you to visit our website and learn more about Canada.
Canadians have a large and increasing presence in the region, coming here for business, work or leisure. More than 180,000 Canadians travel to Thailand alone every year. The Embassy prides itself in providing necessary assistance and support to Canadians in need.

ในปีพ.ศ. 2554 ประเทศทั้งสองได้สร้างประวัติศาสตร์ที่น่าจดจำในการเฉลิมฉลองครบรอบ 50 ปีของความสัมพันธ์ทางการฑูตอย่างเป็นทางการ โดยนำไปสู่การเดินทางเยี่ยมเยือนประเทศไทยของนายกรัฐมนตรีของแคนนาดา ฯพณฯ สตีเฟ่น ฮาร์เปอร์ และประกาศในมาตรการริเริ่มต่างๆ อีกมากมาย โดยฉพาะเรื่องของความร่วมมือทางด้านความมั่นคง เรื่องเยาวชนและการค้า ประเทศแคนาดาและไทยได้ร่วมมือว่าด้วยการพัฒนาชุมชน ชนบท
และอุตสาหกรรม อีกทั้งการพัฒนาทางด้านธรรมาภิบาลและทรัพยากรบุคคลนับตั้งแต่ปีพ.ศ. 2519
ข้าพเจ้าจะทำงานอย่างมุ่งมั่นเพื่อที่จะเสริมสร้างสัมพันธภาพและความร่วมมือในประเด็นใหม่ๆ ทั้งในประเทศไทยและประเทศพันธมิตรในภูมิภาคนี้
ประเทศไทยเป็นพันธมิตรคู่ค้าที่ใหญ่ที่สุดในภูมิภาคเอเชียตะวันออกเฉียงใต้ของประเทศแคนาดา ในปีพ.ศ. 2554 ประเทศไทยและประเทศแคนาดาต่างก็มีความสัมพันธ์ทางด้านการค้ารุดหน้าในเชิงพลวัตรไปมากกว่า 3.5 พันล้านเหรียญสหรัฐฯ ประเทศแคนาดานั้นมุ่งมั่นที่จะหามาตรการสำคัญที่จะขยายความสัมพันธ์ทางการค้าโดยมีประโยชน์ร่วมกันทั้งสองฝ่าย และสถานฑูตฯ จะยังคงให้การสนับสนุนอย่างเต็มที่
ในภาคธุรกิจที่จะนำไปสู่โอกาสทางด้านการลงทุนและการค้า
ประเทศแคนาดายังคงมีความยินดีที่จะสร้างสัมพันธ์แบบทวิภาคีให้ยิ่งยืนนานกับประเทศกัมพูชาและสาธารณรัฐประชาธิปไตยประชาชนลาวอีกด้วย
ตั้งแต่ที่มีกรอบเจรจาพันธมิตรของอาเซียนในปีพ.ศ. 2520 ประเทศแคนาดาได้มีส่วนสำคัญในการสร้างความร่วมมือในระดับภูมิภาคและการสนับสนุนทางการเมืองและเศรษฐกิจอาเซียนและมาตรการริเริ่มธรรมาภิบาล เห็นได้จากการประกาศของประเทศแคนาดาว่าด้วยเรื่องของกองทุน 10 ล้านเหรียญสหรัฐฯ เพื่อมาตรการริเริ่มอันเกี่ยวกับอาเซียน, รวมทั้งในเรื่องของประเด็นความเชื่อมโยงของอาเซียน โดยที่ ฯพณฯ สตีเฟ่น ยังคงให้การสนับสนุนเพิ่มเติมอีก 10 ล้านเหรียญสหรัฐฯ สำหรับโครงการ โดยมุ่งหวังที่จะให้การสนับสนุนการเสริมสร้างพลังของสตรีในประเทศเอเชียตะวันออกเฉียงใต้ รวมทั้งประเทศพม่า กัมพูชา ไทย และลาว มาตรการริเริ่มนี้มีวัตถุประสงค์เพื่อสนับสนุนการปฏิบัติตามอนุสัญญาสหประชาชาติว่าด้วยการขจัดการเลือกปฏิบัติต่อสตรีในทุกรูปแบบโดยให้ความช่วยเหลือข้าราชการและผู้เชี่ยวชาญภาคประชาสังคมต่างๆ ในการพัฒนาและตรวจสอบกรอบกฎหมายใหม่ที่ได้รับการแก้ไขและเสริมสร้างความเข้มแข็งในกลไกการตรวจสอบและความรับผิดชอบ ความสัมพันธ์ระหว่างประเทศแคนาดาและสมาชิกอาเซียนนั้นยังคงเกื้อหนุนมากขึ้นด้วยแผนดำเนินการ เพื่อนำไปสู่เป้าหมายที่ได้กำหนดไว้ในปฏิณญาร่วมว่าด้วยการสร้างพันธมิตรอาเซียน-แคนาดา ซึ่งได้ลงมติยอมรับเมื่อเดือนกรกฎาคม พ.ศ. 2552
ประเทศแคนาดาได้ให้ความช่วยเหลือและผู้เชี่ยวชาญในการสร้างความสัมพันธ์กับสมาชิกอาเซียนมานานกว่าครึ่งศตวรรษ แค่ในปี พ.ศ. 2553-2554 เพียงอย่างเดียว องค์กรเพื่อการพัฒนาระหว่างประเทศแห่งประเทศแคนาดา (CIDA) ได้มีส่วนช่วยเหลือถึง 158.5 ล้านเหรียญสหรัฐฯ เพื่อโครงการการพัฒนาและมาตรการริเริ่มในประเทศต่างๆ ในภูมิภาคเอเชียตะวันออกเฉียงใต้รวมทั้งประเทศสมาชิกอาเซียน อีกทั้งยังให้การสนับสนุนประเทศกัมพูชาในระดับพหุภาคีในด้านเศรษฐกิจอย่างยั่งยืน เพิ่มความมั่นคงทางอาหาร โครงการพัฒนาระดับภูมิภาคยังมุ่งส่งเสริมด้านการลดความเสี่ยงทางอุบัติภัยต่าง ๆ การเสริมสร้างสิทธิสตรี เยาวชน แรงงานข้ามชาติและชนกลุ่มน้อย อีกทั้งยังให้การสนับสนุนโครงการพัฒนาองค์การเอกชนในระดับพหุภาคีในประเทศกัมพูชา และลาว
สร้างโอกาสต่างๆ ให้แก่เยาวชน ประชาธิปไตยก้าวหน้าและประกันความมั่นคงและความมีเสถียรภาพ
ประเทศแคนาดาเป็นประเทศที่มีความก้าวหน้าและผลงานที่โดดเด่นทางเศรษฐกิจของโลกท่ามกลางประเด็นท้าทายทางเศรษฐกิจในช่วงไม่กี่ปีมานี้ ประเทศแคนาดายังได้รับการจัดอันดับโดยองค์การสหประชาชาติว่ามีมาตรฐานคุณภาพชีวิตสูงสุดเหนือกว่าประเทศอื่นๆ มาอย่างต่อเนื่อง และยังเป็นประเทศที่มีผู้จบการศึกษาระดับมัธยมปลายสูงสุดในบรรดาประเทศสมาชิกขององค์กรความร่วมมือและพัฒนาทางเศรษฐกิจ OECD ทำให้ระบบการศึกษาของประเทศแคนาดาได้รับการยอมรับว่าเป็นเลิศแห่งหนึ่งของโลก โดยในปีพ.ศ. 2555 นักศึกษาต่างชาติ ประมาณ 240,000 คน เลือกสถาบันการศึกษาของประเทศแคนาดาเพื่อความเป็นเลิศทางวิชาการ ข้าพเจ้ามีความยินดีที่ให้ท่านเยี่ยมชมเว็บไซต์ของเราและเรียนรู้เพิ่มเติมเกี่ยวกับประเทศแคนาดา

การเชื่อมสัมพันธ์ระหว่างประเทศแคนาดาและภูมิภาคนี้เป็นไปอย่างแน่นแฟ้นและยั่งยืน ด้วยฐานแห่งความไว้เนื้อเชื่อใจนี้เอง ข้าพเจ้าจึงมั่นใจได้ว่าความสัมพันธ์ระหว่างประเทศของเราจะยังคงเติบโตไปด้วยจิตวิญาณแห่งความร่วมมือ มิตรภาพและการเคารพซึ่งกันและกัน และยังคงมุ่งมั่นที่จะทำนุบำรุงความสัมพันธ์นี้สืบไปในระหว่างวาระการปฎิบัติหน้าที่ของข้าพเจ้า
