Coronavirus disease (COVID-19)

Due to ongoing concerns related to the spread of COVID-19, preventative measures have been enacted throughout our global network of offices. Consular services remain available to Canadians. Many Government of Canada offices are encouraging clients to limit in-person visits. Canadians in need of assistance should contact the Government of Canada office nearest them by phone or e-mail before visiting in person. You can also contact the Emergency Watch and Response Centre.

Consular services information

Message to clients

In keeping with the Hong Kong public health authority’s recommendation for social distancing to reduce the spread of the novel coronavirus, all in-person appointments and submissions for passport and citizenship applications are cancelled until further notice. The consular section continues to be fully operational; temporary measures are being implemented to enable us to meet key service standards while avoiding the need for clients to visit the public waiting room and see staff in person. Effective immediately and until further notice, Canadians requiring passport and citizenship services can mail in or drop off their applications at the Consulate General of Canada in Hong Kong located on the 9th floor, Berkshire House, 25 Westlands Rd, Quarry Bay, Hong Kong. Consular staff will contact clients by telephone or email to confirm receipt and for any follow-up needed to process the application.

Emergency Consular Services continue to be available to Canadians by contacting sos@international.gc.ca and +1 613 996 8885 (call collect where available). During regular business hours, you may also call +852 2867 7348.

When mailing in or dropping off an application, please ensure that your application is duly completed, original required documents are included, applicable fees have been paid online and the receipt is included in a properly sealed envelope. It is also imperative that your phone number, email address and mailing address is accurate. We will contact you at the details indicated in your application if there are any questions. If we are unable to reach you, your application will NOT be processed. When your application is completed, we will courier your new passport and all supporting documents to your mailing address.

The secure drop off box at the Consulate is emptied several times a day. We will confirm receipt of your application within 48 hours.

The normal processing time for passports is 20 working days, commencing the day after the assessment of a fully completed application with supporting documentation. However, the complexity of routine verifications and security checks may lead to longer processing times.

Emergency cases, such as offloaded airline passengers and lost/stolen passports, will continue to be served without appointment and beyond these hours. For emergency services within office hours, please call (852) 3719-4700 or E-mail: hongkong.passport@international.gc.ca . After office hours or on the weekend, please call 1-613-996-8885 (call collect where available) or E-mail: sos@international.gc.ca and an Operations Officer at the Emergency Watch And Response Centre in Ottawa will assist you. 

For Macao Residents: Please note, you are required to enclose a return envelope (about 1/2 A4 size paper) with the applicant's name and mailing address.


Notary Services

Consular officers can provide various notarial services to Canadian Citizens. These services are provided from 2:00 p.m. to 4:00 p.m., Tuesday and Thursday by appointment only. If you require an appointment, please contact (852) 2867-7348 or send an e-mail to canadaconsul.hkong@international.gc.ca. A fee is charged for each service provided.


Citizenship services

Apply to become a Canadian citizen, prepare for the citizenship test, get proof of citizenship, and more.

Applications for citizenship certificates are pre-screened at the Consulate before being sent to the Case processing Center (CPC) in Sydney, Nova Scotia.  The processing time may take up to 9 months for a routine application.
