Passports for new-born children

In general, all child passport applications must be accompanied by a proof of the child’s Canadian citizenship.

When urgent travel requirements exist, or when a newborn must have a passport in order to obtain a legal residency status abroad, parents can apply concurrently for the child’s Certificate of Canadian Citizenship and for a passport.  The passport that may be issued would be limited to two (2) years validity. This option is only available for children under two (2) years of age.

A new citizenship law has come into effect on April 17, 2009, limiting Canadian citizenship by descent to the first generation born abroad. We invite you to consult the website of Immigration, Refugees and Citizenship Canada to learn more about the new law, and to use the “Am I a Canadian Citizen?” Tool to help you determine if your child might be a Canadian citizen according to Canadian citizenship laws.

The form for a child’s passport application can be found on Passport Canada’s website. A page dedicated to passports for children provides valuable information on the application process. Note that the proof of parentage that you will be required to provide in the context of the application for your child’s Certificate of Canadian Citizenship may also be used for the Passport application.

The passport will have a limited validity (2 years) and the issuance is at Passport Canada's discretion. Over and above the normal passport application requirements, you will also need to include:

  • Form PPTC116 (available on request by contacting the Consular Section). On the form, you will need to indicate that you have applied for a proof of citizenship for your child. The name and signature appearing on this form must be those of the applicant parent;
  • If the application is justified by urgent, upcoming travel, a proof of purchase of travel must be supplied;
  • If the application is justified by a residency requirement, a letter explaining your situation must be submitted. Copies of the parents’ permesso di soggiorno (stay permit) must also be supplied.

The processing time for a passport for a newborn includes:

  • the time to process the first stage of the citizenship application (10 business days); and,
  • the time to process the passport application and receive the passport (20 business days).

Therefore the total processing time for newborn passports is 30 working days starting from the time the complete citizenship and passport applications are submitted.  Note that the full processing time required before the citizenship certificate is issued is available here.
